Making Sense of the New SEND White Paper: What It Actually Means for Your School

If you’ve had a chance to look at the government’s new white paper, Every Child Achieving and Thriving, you’ll know the headlines are pretty bold. The Department for Education is pushing for what they call a “national mission” to move children from being sidelined to being fully included in mainstream education.

At London Speech Therapy, we’ve been digging into the details to figure out what this actually means for leaders, SENCOs, and teachers across Greater London, Kent and  Essex. While the full vision will take a few years to roll out, there are some big shifts in day-to-day provision you’ll want on your radar right now.

The End of “Wait and See”

The biggest takeaway is a hard pivot toward early intervention. The government is tired of the “postcode lottery” and the long-drawn-out battles families often face to get an EHCP just to access basic support.

The new model introduces a three-tier system:

  • Targeted Support: This is the big one for mainstream schools. It’s expected to be structured, evidence-based help, like speech and language interventions, provided right in the classroom.
  • Targeted Plus: This layer adds a bit more muscle, bringing in outside experts and potentially using “Support Bases” within the school.
  • Specialist Support: This is reserved for those with the most complex needs, underpinned by new nationally defined “Specialist Provision Packages”.

Say Hello to the ISP

One of the most immediate changes is the introduction of Individual Support Plans (ISPs). These are digital records designed to capture a child’s barriers to learning and their day-to-day support in real-time.

The goal is to stop parents from having to retell their story a dozen times. For schools, this means a new requirement to review these plans at least once a year with parents. While it sounds like more admin, the hope is that these digital tools will eventually make the SENCO’s role more strategic and less about chasing paper.

Closing the Gap in Universal Provision

The white paper acknowledges something we see every day: many schools feel they just aren’t equipped yet to meet “commonly occurring needs”. The government is promising an Inclusive Mainstream Fund of £1.6 billion to help schools bridge this gap.

The “Experts at Hand” Service

There’s also a new £1.8 billion “Experts at Hand” initiative coming. The idea is to get Speech and Language Therapists and Educational Psychologists back into schools to support kids before they need a formal referral.

While that’s rolling out, we’re here to help with the immediate need for early identification of Speech, Language, and Communication Needs (SLCN). Our team specialises in everything from Autism diagnostics (ADOS/DISCO) to stammering and sensory processing. Catching these things in Reception or Year 1 changes the entire trajectory of a child’s time at school.

Training That Actually Sticks

Finally, the government is putting over £200 million into a SEND CPD programme. They want every staff member to feel like an “inclusion expert”.
